I would like to inform your members that the Walnut Hill neighborhood has the ideal neighborhood model in the City of Dallas. Others neighborhoods should adapt this model. The Walnut Hill model consists of an active Neighborhood Association, Volunteers in Patrol, Crime Watch group, and Expanded Neighborhood Patrol. To my knowledge no other neighborhood in Dallas has this model. Several neighborhoods have three components but not all four.
When reviewing statistics it is important to review raw numbers. When a member mentions that residential burglaries offenses are up 100% it sounds alarming. What we need to focus on is the total number of burglary offenses for a specified period. I often review statistic for 14 days or 28 day period. Occasionally, I will Part One offense category that has a 100% increase. However, when I see the raw numbers the increase for this period compared to the previous reporting period is EXAMPLE: 6 offenses up from 3 offenses, which equals a 100% percent increase.
Many of the property crimes that have taken place in the Walnut Hill neighborhood are crimes of opportunity.
The question regarding police presence in the Walnut Hill area has declined since the ENP program was implemented. Patrol officers respond to calls for service and are dispatched where they are needed. The neighborhoods and sections of towns that call the police frequently will always have more police presence then a neighborhood that places few calls for service.
Dallas police officers answer more than 1,000,000, calls for service each year. When patrol officers are not answering calls for service, investigating neighborhood complaints, or arresting individuals they are required to patrol their beat.
The Expanded Neighborhood Program was started because homeowners in specific neighborhood were experiencing an increase in suspicious activity and criminal activity. Therefore, homeowners wanted more police presence in there neighborhoods and decided to hire police officers to patrol.
The ENP is designed to have officers patrol a neighborhood during high crime periods or when criminal activity is likely to occur. Another benefit to the ENP is that citizens who reside within the ENP areas often experience an increase quality of life. Citizens feel safe when they know that officers are in their neighborhoods preventing criminal activity rather than responding to a 911 call for service.
Neighborhoods surrounding Walnut Hill homeowners are also participating in the ENP program. However, WHHA has the least amount of ENP hours with twenty (20) per week. When criminals are canvassing an area they will most likely select a with minimal police presence.
It is difficult to measure the effectiveness of ENP officers and Volunteer in Patrol has on crime when they are patrolling the neighborhood. How many offenses were prevented? What kind of quality of life impact does this have on you and your family?
In closing, it is crucial that the Dallas Police Department and the citizens of Dallas work together to build a partnership in fighting crime.
